I didnt know the Cross Rivers were going to be streetdecks? If so, are the current cross rivers just going to be put into normal livery and moved around?

They're not for the cross-rivers (barring the Wirral line replacements when it's closed in Jan/Feb), they're for Green Lane & Speke.

Why are they in cross river livery then? Normal arriva isnt that colour nor is their Saph, Max or any other variation.

That is the arriva standard hybrid national livery what hybrids have in arriva.
