From my understanding it replaces the 97 in Kirkby then down the M58 coming off near Skem

Possibly will take passengers from Old Skem to the Concourse. Stepping on Arriva's toes. May work well for Stagecoach if that works as well as being less time if going from Skem to Queen Square and change bus in Kirkby. Need a packed lunch on the Arriva 310 from Skem to Liverpool
Isn’t it a LCC tender, intended to link skelmersdale to the rail network at Kirkby?

It was indeed. Very long history. Originally Southport - St Helens - Warrington before deregulation, then after dereg, North Western had a Lancashire tender between Rainford and Ormskirk, ABC took it over in 1989 and extended it to run Southport - St Helens, the route survived various takeovers/company changes, then Fairway Travel ran a competing service, what was then Stagecoach service was eventually withdrawn, the Fairway cut it back to St Helens - Ormskirk and eventually ceased trading and thus ending the route.
