All 319/4 should be the same.
There's a discussion ongoing on wnxx about a rumoured change of plan to the 150 cascades. It seems Northern may now get the 150/1s, 150/0s plus the two mismatched 150/2 vehicles from GWR but some 150/2s may move from Northern to GWR. It's claimed Northern aren't happy about the proposal. It's also unclear what (if anything) would make up the shortfall at Northern. Northern were originally expected to get 3 x 2 car 150/2s from GWR as well as the 150/0s and /1s, so even without some /2s going the other way that would still leave them short.

About time
Maybe an improvement to the car park but doesn't say anything about improving the actual station itself.

Pity that it doesn't say anything about improved shelters or better accessibility for the disabled
Yorkshire and North East strike timetables have been made available. North West ones are apparently going to be made available next week: https://www.northernrailway.co.uk/industrial-action
Northern services through Bolton will not resume on Monday 28 August following the latest improvement works. The current replacement bus timetable will continue to operate for the foreseeable future, due to further work that is required as a result of a burst water main and subsequent damage to a railway bridge near Moses Gate.

The railway line between Bolton and Manchester will remain closed for w/c 28 August and it is anticipated that a reduced train service will be in place for the following two weeks.
