One person who always seems to avoid any blame is Mark Carne, whose obsession with the "digital railway" resulted in Grayling being able to kybosh the clearly vital additional infrastructure.
I have seen several 3 and 4-car class 331s in service. Refurbs to class 323s have commenced. I notice fewer 319s these days.
