Not the safest of buses mind, the driver of the C2 (usually a Setra coach) frequently lets the children run about, I've often seen them sat on the windscreen or stood on the stairs talking to him. Passes Stockbridge Lane at 8.05 and BelleVale about 8.20 each day

No they're not public services, "works or schools" is a category on the route registration form that helps to show the service only runs term/industrial times, and not an everyday service, it runs as and when required.
It's more likely to be a late registration acceptance or the company is trying to avoid a fine from VOSA by actually registering them if they are to be accepting cash fares

Yes, I have seen them at or close to Stockbrdge Lane at the time you say, I have seen one go through Bootle Strand at around 8.30 as well. The photo you have posted makes the pally look tidy, must have just been painted as the ones I have seen couldn't really be described as tidy.
What I don't understand is the reference to CENTRO and roadworks in Wolverhampton on the C3 registration.
While I can see your problem with kids sitting in the front windscreen what is actually wrong with kids standing up talking to the driver on a School/College service, I know for one that some small operators build a rapport with the driver and kids by having the same driver doing the same service day in day out.
