In a previous year, they were provided free by the council and so I think they operated as private hire. This year there was a £2 flat fee (or you could use your return/day/season) so they had to be registered with VOSA. It wasn't known until the day before whether they'd be needed or not - thankfully they were, and so was new open-topper 149!
