Wide guess but possibly something to do with the Blackbull bridge works? Apparently there is an old railway underneath the Blackbull/Walton Vale area according to my tutor an the bridge needs fixing , either that or the Aintree Races causing traffic

Isn't the 130 also diverted due to the Grand National? It was mentioned on the Merseytravel diversions.
