The SRs are a nice fit for the 17 generally but it would definitely be beneficial to run something like a Cadet on there on Wednesday and Saturday.
The thing is though, if you have one vehicle for one day of the week and a different one for another, you have to find something else appropriate for it to do on those other days, unless it's put down as a spare then (but that would be 3 days per week!)
Halton use much bigger vehicles on their 17 than Arriva, but then again they do seem quite empty a lot of the time!

It's the initial purchase cost and suitability for the road conditions of the route that are the deciding factors. AFAIK, drivers are paid a set rate irrespective of the vehicle they drive so carrying a lot of fresh air or a little doesn't really matter a great deal.
