NORTH WEST WIGAN AREA BUS NETWORK REVIEW

From 12 April 2015 Transport for Greater Manchester (TfGM), as part of a wider review of North West Wigan area bus network, are introducing revisions to their subsidised services which border Lancashire County Council (LCC) in the Appley Bridge and Wrightington area. The changes to services 612, 635, 638, 639, 640 and 641 detailed below are part of a proposed North West Wigan Network Revision to reduce the number of vehicles required from 6 to 4. A significant proportion of these services are totally outside Lancashire but are included to give a full picture of the forthcoming revisions

In view of the complexity of the changes, please see below for more details of the forthcoming changes:-

612 Wigan - Shevington - Randall's Corner - Wrightington Hospital Circular (TfGM leaflet)
Service 612 currently operates hourly daily evenings. As part of the wider network review being undertaken, TfGM are to replace the daily evening Service 612 service with a new Service 635. This routing would match the proposed Sunday day-time service to Wrightington Hospital. With the exception of Shevington Vale, this routing would also match the proposed Monday to Saturday daytime service (see Service 635 below).

This leads to Back Lane and part of Hall Lane, Crow Orchard Road being left unserved (outside Lancashire). Surveys have shown an average of 1 passenger per journey on the section of route which would be left unserved by the new service 635.

635 Wigan - Shevington Vale - Randall's Corner - Wrightington Hospital (TfGM leaflet)
Service 635 currently operates commercially every 12 minutes, Monday to Friday daytime and every 15 minutes, Saturday daytime. TfGM have negotiated, with South Lancs Travel, a subsidy to provide an extension of the 635 service from Shevington Vale to Wrightington Hospital once per hour Monday to Saturday day-time.

A new subsidised Sunday and Bank Holiday daytime 635 service will be introduced. This service will operate between Wigan and Wrightington Hospital via Randall's Corner (not serving Shevington Vale) and replace circular services 636/637 between Wigan and Wrightington via Randall's Corner. In addition, the daily evening Service 612 journeys will be replaced by Service 635 journeys.

636/637 Wigan - Wrightington Hospital - Standish circular (TfGM leaflet)
Circular Services 636 and 637 currently operate every hour, Sunday and Bank Holiday daytime. As part of the wider network review in this area, the circular Services 636 and 637 will be withdrawn. The section of route between Wigan and Shevington Moor via Standish will be covered by new Sunday services 640/641. Standish Old Pepper Lane and Pepper Lane will lose its Sunday day-time service but survey data indicates that no passengers used the 636 service and an average of 0.56 passengers per trip were recorded on the 637 service.

The section of route between Wigan and Wrightington Hospital would be covered by new Service 635. The section of route between Shevington Moor and Wrightington Hospital would be left unserved on Sundays and Bank Holidays. Standish and Shevington Moor would lose their direct link to Appley Bridge. However, survey data indicates only 1 passenger was recorded making this link on Service 637.

638/639 Wigan - Wrightington Hospital - Standish Circular (TfGM leaflet)
Circular Services 638 and 639 currently operate every hour, Monday to Saturday daytime. As part of the wider network review in this area, circular Service 639 will be withdrawn and Service 638 will be revised to operate between Wigan and Standish via Worthington Park and Bradley Mills only. The section of route between Standish and Old Engine would be covered by revised circular services 640/641.

The link from Wigan to Wrightington Hospital will be maintained by the extension to journeys on Service 635.

640/641 Wigan - Shevington Moor - Shevington - Standish Circular (TfGM leaflet)
Circular Services 640 and 641 currently operate every hour, Monday to Saturday daytime. As part of the wider review of services in this area, these circular Services 640 and 641 will be revised to serve Kitt Green, Norley Hall and Worsley Hall. Orrell Post will lose its direct link to Old Engine, Shevington, Shevington Moor and Standish but survey data indicates that 13 passengers per day on Monday to Friday make this journey and 2 per Saturday. Three sets of stops between Orrell Post and Old Engine would lose a service Monday to Saturday daytime. The furthest walk to either Orrell Post or Old Engine is less than 400m from the middle set of stops (Rydal Avenue).

Orrell Post passengers wishing to go to Shevington will be required to walk to Old Engine (750m) or catch one of the frequent services along Orrell Road and change to Service 641 at Pemberton or at Wigan Bus Station where they could also catch Service 635.

Orrell Post passengers wishing to go to Standish would be required to walk to Old Engine (750m) or catch one of the frequent services along Orrell Road and change to Service 641 at Pemberton or at Wigan Bus Station where they could also catch frequent Service 362 or new Service 638.

A new Sunday and Bank Holiday day-time 640 and 641 service will be introduced. Service 640 would operate from Wigan to Shevington Moor via Standish and Service 641 would operate from Shevington Moor to Wigan via Standish.

IMPLICATIONS
The main implication of these revisions for Lancashire residents is the indirect reduction in frequency of services linking the Appley Bridge and Wrightington areas of Lancashire with Wigan.

The Monday to Saturday daytime Services 638/639 currently operate hourly in each direction allowing for a more frequent half hourly service on certain sections of overlapping route in the Lancashire area, which will be replaced by the single hourly Service 635.

The loss of direct link to Standish and Shevington Vale is a further outcome of the service review, although TfGM confirm survey data indicates very few passengers are recorded making this link. The overwhelming majority of customers from within Lancashire use these services to access Wigan.

The multitude of confusing different service numbers (612, 636, 637, 638 & 639) over differing indirect routes during the daytime, evening and Sunday services linking Appley Bridge and Wrightington Hospital with Wigan will be simplified for
Lancashire residents to just Service 635.

The majority of these service revisions are outside the influence or control of LCC and are being undertaken by TfGM to rationalise and ensure continued support of the network.

As part of a cross boundary subsidy agreement with TfGM, LCC contribute to provide an hourly daily extension to services from the Appley Bridge and Wrightington areas of Lancashire with Wigan. This will be maintained but will form part of the local bus network review.

LCC will also continue to subsidise the following services under contract in the Appley Bridge and Wrightington Hospital area pending the overall Lancashire County Council bus network review:-

3A Wrightington - Appley Bridge - Skelmersdale - Burscough - Ormskirk (Leaflet 303)
There will be no changes to Service 3A which operates every hour during Monday to Saturday daytime.

206 Wrightington - Appley Bridge - Roby Mill - Tontine - Wigan (Leaflet 292)
There will be no changes to Service 206 which operates 3 off-peak return journeys during Tuesday and Friday daytime.

CHORLEY SERVICES

362 Chorley - Wigan (TfGM leaflet)
From 12 April 2015 South Lancs Travel will take over operation from Wigan Bus of the Sunday morning single journey from Wigan to Chorley and return. The journeys will be revised to operate 5 minutes earlier throughout, departing Wigan at 0835 and Chorley at 0920.

1 Accrington - Oswaldtwistle/Accrington - Clayton-le-Moors (MMC leaflet)
From 26 March 2015 M & M Coaches Ltd will revise the timetable, adjusting times at Church to improve overall service reliability.

9 Accrington - Barnfield - Laneside Circular (Leaflet 42)
From 26 March 2015 M & M Coaches Ltd will revise the route and timetable, merging Services 9 & 19 into one circular route, numbered Service 9, to operate via Barnfield and Laneside.
