The main reason Network Rail probably doing the work in the final quarter of the year is that the track and trackbed on the riverbed and around the Liverpool Loop is to be replaced in the 1st and 2nd Quarters , then the all important summer holidays in the 3rd Quarter .
Construction of the new Maghull north station is scheduled to begin in January 2017 and will be completed in December 2017. The line will be closed in stages to allow the platforms lifts footbridge and ticket office to be built with a rail replacement bus service being provided during the line closures. This new station is certainly needed as it will relieve the congestion which the existing Maghull station is facing which is absolutely chronic especially at rush hour.

The Car Park at Maghull gets very full , quite quickly .
The level crossing at the end of the station probably doesn't help either.

I thought the plan was to divert services to South Parkway for Merseyrail connections onto the City Centre.

Probably similar to the"quality" rail replacement when the loop line was off on Merseyrail earlier this year
Read on Merseytravel website that from 30 September until 22 of October no Merseyrail trains will serve Hunts Cross. is this to allow Arriva Rail North more room to turn around?
