4014 (S204 JUA) is probably slower due to having its London emissions equipment fitted, whereas 4016 (S206 JUA) has had it removed.
In fact, lots of DLAs seem to have had their particulate filters taken off as most are now due road tax of £500 a year, hopefully their acceleration has improved as a result.

Sluggish 4014 is still taxed at £165 a year according to DVLA's database.
