No mention of the change on the TfGM website, which doesn't help anyone using the route. No clues on bustimes.org either. Obvious option would be Arriva resuming the operation and have the same operator throughout the day and evening on Monday-Saturdays and TfGM have been trying to reduce the number of operators on some routes in Leigh recently.
TFGM has been awful at updating the website so as you say, that's not helpful. Bustimes won't update as it gets the data from the Traveline database which locally is updated by TFGM. The only way you would get clues is if it was won by an operator who has uploaded OpenData.

The obvious option would be Arriva but they already have issues and as it's a tender, would Arriva really put a bid in taking into account their current driver shortage. Arriva is the only one that makes sense though if you base it off TFGMs current plans of reducing the amount of operators on routes. Certainly a strange one. I know many areas are covered by other services but links to Newton le Willows could be lost as well as no service in Abram.

Are the changes on the 13:15 journeys to do with the Fairholmes parking as it looks to be that they need the bus to get to the other end for driver breaks.

WOB have said on Twitter that the Newton to Wigan evenings will not be taken over by another operator. Properly withdrawn. Some lost links here and Abram without a bus service in the evening.
