Northern Rail has come in for a great deal of criticism since Arriva was awarded the franchise but what needs to be remembered is that when the franchise was first tendered, there was no plan to introduce new rolling stock in the near future. It was only after a Select Committee recommendation was this order made, at Arriva's insistence.

That article refers to Arriva Trains Northern - they are NOT the current franchise holder but the holder of the Regional Railways North East franchise from when Arriva acquired MTL to when the RRNW and RRNE were merged in to one franchise in 2004.

The ITT for the current franchise required bidders to introduce brand new 'self-powered' vehicles i.e. DMUs or bi-modes, it also specified that they can't be upcycled old carriages i.e. D-Trains. It didn't require bidders to introduce new EMUs but as Porterbrook didn't want to continue to lease the 323s to Northern and there were no suitable replacements (319s can't match the performance of 323s on frequent stops services) they didn't have much choice.

At the consultation stage Philip Rutman (at DfT) suggested the benefit:cost ratio of replacing Pacers was poor due to the fact newer trains are a lot more expensive and routes Pacers were being used on were getting healthy growth. However, Patrick McLoughlin (under pressure from senior people in his own party, the Lib Dems and Rail North) overruled him and specified that Pacers must be replaced.

Network Rail have blocked Northern's attempts to implement the enhanced service specification detailed in the franchise agreement. Additional services between Manchester and Greenbank/Hazel Grove/Macclesfield will now not happen while new Northern Connect services are 'under review': https://transportforthenorth.com/wp-cont...anning.pdf

Unless i missed it what is going on with the Leeds - Chester via Manchester Victoria that was meant to start in May 2018 and which the 195s are booked to go on from December 2018?

The Chester-Leeds will start from December 2019 since this line is a northern connect service.

You've misunderstood the information on that page. December 2019 is the latest date for Northern to introduce the Northern Connect standard trains and station facilities, not the date the new services will start, many were expected to start as ordinary services and then be upgraded to Northern Connect standard. It also is out-of-date e.g. it's been confirmed 769s will no longer be used as an interim measure on Northern Connect routes.

Chester to Leeds was December 2017, then became May 2018 and then December 2018 due to rolling stock shortages. However, it was decided Northern wouldn't be allowed to make major changes at the December 2018 timetable change due to the number of problems to resolve from the May 2018 timetable change, so the remainder of the December 2017 specification got postponed to May 2019. However, it now seems Northern Connect routes are under review so there could be further changes but as yet there's nothing to indicate they won't start at the May 2019 timetable change.

Given that they have had to delete the Deansgate stops from the CLC locals to make the current interim timetable workable, I would hope they are under review.

On a seperate note the Manchester Vic-Staly services which the GMITA September papers said would remain cancelled until December are still showing on national rail as starting in October, having previously said September there.
