The Olympian had it's half shafts removed and the radiator grille off at the front so I assume it's been towed in

Yesterday Olympian 14166 were at New Brighton seem fine, I last saw before lunch time but after that I don't know what happen but I noticed rear near side wheel have oil messy, may had been repaired before back sea front service.

From what I've been told, 14166 needs a new starter motor.

The mess of oil on rear wheels will have been as Scania1996 said,

It was a good way of advertising the city sightseeing tour of Chester in New Brighton , at least it was better than having a closed top bus doing the service.

Half shafts and front panel removal are common practice for towing a bus, so it doesn't necessarly give us an idea as to what the problem is. As R879 HRF said if it is just the starter motor then it's a simple bolt off, bolt on job
