Ive asked about all this to managment and because bus usage is high in the city centre boundries they can afford to have a flat fare where as outside the city bus usage isnt as high so they have to charge fare stages to create the profit they need to keep the service operating as if it was to stop people arguing over the fare stages then it would be in operation all over the network and just not in city centres.
