What does all this mean in lay mans terms?
By looking it up:
Section 17 is revocation , suspension of licences which can be for financial standing of the company.
Section 16 is conditions attached to licence which can be maximum number of veichles operating out of its operating centre .
BA07 GHA is here still in GHA livery with Fairbrothers fleet names.

Unless Fairbrothers have more than 1 Licence it would appear he has had his licence revoked, first we have this change that was refused:

Then lower down it says the Licence is revoked without a Public Enquiry

I think thats because his moved his operating licence address by the looks of it as all his services will have to be adjusted to his new address.
He does have two licences - David Fairbrother which has been revoked, and Fairbrothers Ltd which is still current. Although the current licence gives the operating centre as Appleton, a place where he hasn't operated from for some time. All current bus registrations are on the current licence so there shouldn't be any change to any services.

Why would they revoke a dormant licence?

How many vehicles was the revoked one for? Could be to prevent any rapid expansion without re-application?
