It's not that one doesn't turn up, it's that two end up bunched together. It all comes down to a lack of time in the timetable through most of the day so as soon as they pick up traffic coming back from the Manor, they're done for.

I'd say from my use of the service that the Sutton Heath - St Helens section is busier but having said that, the Widnes runs around lunch time do get busy in their own right. As for people standing from Thatto Heath onwards however, that's a situation they put themselves into as they do have the option of the 10A from Thatto Heath into St Helens being joined by the 10 and 89 from Toll Bar onwards.
