Wales have a number of 63 seat B10Ms for schools, and clearly with DDA legislation these must be gone by the end of 2015. Given that (I assume) the Bluebirds are classed as coaches, then they are OK to be used until 2020.

They actually have special dispensation and you are right in saying they comply until January 2020.
Quote:1. Subject to conditions 2 and 3 below, the vehicle shall comply with all the provisions of Schedule 3 to the Public Service Vehicles Accessibility Regulations 2000, as amended.
2. Paragraph 3(1)(a) of Schedule 3 shall not apply to the passenger seats positioned immediately above road wheel arch floor intrusions.
3. Paragraph 7 of Schedule 3 shall not apply.
4. Any passenger carried on the vehicle shall be either:
(i) a “pupil” as defined in section 3 of the Education Act 1996 ; or
(ii) a non fare paying passenger.
I discussed this a few years ago on my blog (a few link are now out of date):

EDIT: Missed this the other day:

I'm able to provide any details behind the reason for this move.

Blackwood depot in South Wales of course, might explain why the other day I had three people from South Wales favorite the same picture of CX02 EGJ on Flickr!
