They are for services in the Bangor area for G8/G9. On test there is a few things that need to change. I would imagine training is taking a while for example Bangor and Llandudno/Amlwch outstation where things take time for everyone to be trained. There are other factors that slight adjustments need to be made for these vechiles before they go into service.
Freshly repainted 3188 is back out today and 3189 has gone next for paint.
Does anyone know if the adjustments for the enviros has been completed and news of when they will be used in passenger service?

There only have just done the seats up and one to go, then they will be out on the road hopefully from next month.
Liverpool Coach Trimmers have posted a couple of times about them on Facebook:

How many MCVs are to P+P can’t be many with 2640 now at Rhyl thought it was covering for them.

Just to update on here, 3191 is now currently away for p&p whiles 3190 was VOR and is now back out on the road.
3191 has now arrived back here with 3192 now gone away for P&P, once 3192 comes back freshly painted 3190 will be the last to get P&P.
