Could perhaps the worst affected operators be those outside Greater Manchester? Say you're a coach hire company in Stafford, you probably won't get subsides from either the Birmingham or Manchester schemes (unless they are being made available nationwide) but you might get enquires about private hire work to both destinations in Greater Manchester and Birmingham. Imagine a coach hire company saying they can run a school trip to Waterworld or Chester Zoo but if the request is for Cadbury World or the MOSI then they have to say no.

Could also make some RRB requests interesting. For example, a Warrington area operator having a suitable vehicle for Warrington-Chester services but not for Warrington-Manchester services.

We have that issue with RR going into London they would just price it into the job if they use non euro 6. Most RR coaches are now Euro 6 anyway due to PSVAR if they use ex NX coaches. And most are now Buses due to PSVAR so again cheap ex London buses are good for RR and School work.

What I don't understand is why the whole of TfGM is included, Wigan, Rochdale, etc. I would have thought it would make more sense to just include the city zone.

According to the The Guardian illegal levels of air pollution have been recorded in Rochdale and Wigan, which is why the government has mandated their inclusion.

Although, if Wigan has high pollution should it be extended to included Warrington and St Helens as well?

It's been mentioned cars contribute as well but I don't think anyone's mentioned Northern are still operating Sprinter trains which give much higher levels of emission than any modern bus. Presumably the government aren't keen on either a large new train order or a swap enabling Northern getting newer greener trains and an operator in another part of the country with less pollution getting the Sprinters.

The news article yesterday on ITV specifically noted that the illegal levels were on Mancunion Way which is interesting to blame commercial vehicles when infact, Mancunion Way is mostly private vehicles. Andy Burnham backed it up by saying that petrol cars built post 2014 would already be compliant so it would be useless including private vehicles. What about diesel cars or the thousands of cars built pre 2014? Absolute clown.

RRBs via Warrington should be ok as Northern terminate at Newton Le Willows and TFW are normally ran by Manchester based operators.
RRBs via Northwich however..... When they go down, that will cause some upset as it's often random companies running these.

Standbys will become more interesting though as they can of course be sent anywhere at any time and so when they get booked, they can think they are only going so far and actually end up being sent into Manchester with no notice. That'll be fun working that into the price. I've seen it a few times in the past month with a standby booked for Chester to Shrewsbury, actually going and doing a Holyhead run for a last minute cancellation. If something happened unexpected, this could easily be a Manchester run.

RRBs via Warrington should be ok as Northern terminate at Newton Le Willows and TFW are normally ran by Manchester based operators.

Not always that case as Routes are worked on EU ( Tacto) but if they have a service bus it would be limited to 50km When Stagecoach Manchester or Arriva and Blackpool Transport do Rail replacement standby they are limited to the routes they are willing to do.

The only Rail Replacement Company that works on GB is Go Ahead London (North). As the Running Boards are setup with 5min breaks along route with the same bus and driver used on each leg.

Preserved buses over 20 years old will still be allowed in for non commercial work. I presume fines will be issued by ANPR, requiring preserved buses to be registered to stop any buses over 20 years old going in free.

I've not heard about any exception if the vehicle is just passing through Greater Manchester. How would you distinguish between a Leger coach which leaves the Motorway, goes in to a town to pick up passengers and then rejoins the motorway and a National Express one which remains on the motorway, possibly stopping for a comfort break at a service station on the way?
