Certainly, Runcorn and indeed most of Cheshire west of Macc - and since De-reg, St Helens - have never had good public transport links to Manchester

What killed St Helens link to Manchester was the MTL/GM Bus war and the enshuing agreement afterwards. In fact, events since the 1995 agreement have made a lot of transport links from St Helens poorer.
