If the existing Blackpool-Liverpool service (2F65) leaving 1803 is to be started at Preston leaving 1832, then this news service from Preston leaving at 1832 can be run by a 319 which has previously formed the Liverpool-Preston service (2N88). Here's the diagram

This means that the 156, which was covering the Blackpool-Liverpool service leaving 1803, can be cascaded somewhere.

The Wigan North Western to Liverpool service (2F69) leaving at 1903 is formed of 150 as you said. I suggest that this service should be formed of four coaches for example 150 and 156. This service will form the 2009 service from Liverpool to Allerton Depot (5F37). Then, Allerton depot will be supplied with this pair of DMUs.
