Operating discs are a legal requirement and are those little circle things you find above the tax disc.
For example, if Chester depot had a PVR of 30. they would have a minimum of 30 buses for each route, and those buses would need a minimum of 30 operating discs.
If the depot decided to run more buses per hour (say 5), they would not only need space in the depot, they would need an extra 5 buses and an extra 5 operating discs and taxed vehicles to run the service.
Each depot has a set amount of discs, and would have to seek regional management to get more, if you see it this way, say Arriva Wales has 100 discs, they would have to be shared per depot.
You have to pay to VOSA each time you wish to Create/ammend/or remove a service your company operates, you also have to pay for additional operators discs that you have to apply for, as well as other costs such as staffing, buses, insurance, fuel, vosa, tax etc before a route change becomes "financially viable"...
