Operators buying old deckers for school routes is something that's been happening for a very long time. It's not uncommon for coach hire companies to buy some deckers no-one still wants for regular service work, for their school contracts. For example, the 58 and 59 reg vehicles in the Aintree Coachline fleet.

It is strange if they were to send a coach without seatbelts, then it's not legally allowed to carry the schoolchildren. However, any bus of any age is legally allowed to operate the same route - even if the route involves going on a dual carriageway with a 60mph limit.
