Given an August date is mentioned I suspect vehicles used on school services are one of the main reasons for the 15 year age requirement, as that wouldn't mean an operator would find their vehicle is non-compliant part way through an academic year. In the 1990s it was commonplace for coach hire companies to get a small number of 1970s Leyland deckers, which had little value and then to use them solely on school contracts. |
