If Northern have planned for a May 2019 timetable recast the roster problem should only occur if Network Rail reject their proposed timetable and they have to submit a revised one at short notice. If Network Rail approve it but get behind schedule in doing it then the passengers will struggle to book 12 weeks in advance but there shouldn't be issues with diagramming in the early days of the new timetable.
