It's all to do with the politics behind such a large company.... The reserve buses rarely come out of reserve, usually there out of MOT, and if not they require servicing before entering service, the. If a major failure was to occur, eg engine siezing, it's wasting money on a temporary bus, where as if a hire bus was to breakdown then a new bus is supplied fairly quickly. All just politics.
