When I was in Liverpool earlier this week I went to see the Wirral Line entrance at Lime Street Station. While it was understandably cordoned off beyond the ticket office area, I was shocked to see the lights on and even the escalators in operation! Like anyone was going to be allowed to use them for any purpose?

Contractors using them probably the most likely cause for what you witnessed

Contractors and anyone doing maintenance at platform level is not allowed down unless at least an up escalator is working due to fire regulations.
Interestingly even when the loop is working normally the escalators at Liverpool Central are switched on 24hours a day 364 days a year (Christmas Day now being the only exception) as this is normally the main night work access point.

30th May the day when the 3rd Phase of the Track Renewal starts is the day of industrial action by the guards union RMT.
Normal service around the Liverpool Loop is due to start 19th June .

I think the bus services between Birkenhead Central / North - Liverpool
and also between
Birkenhead Central and North
are contractually obligated as part of the track renewal work .
