Apparently, one of those routes uses a low bridge so can't use deckers. On another thread, it has been suggested that GM's 20/21 services that currently experience overcrowding (even with a 5- minute frequency) is a more likely candidate for deckers. Time will tell, but I'm sure that a business plan (and route allocation) for these 33 new deckers was put forward to senior management before the order was approved.
