Your evidence for that is what actually?
Since the start of the franchise punctuality and reliability (of both the service and the units) is much higher now. Not to mention that Northern now have more trains than at the start of the franchise, despite it being let on a no growth basis.
Resources are finite. There were events in Manchester, Sheffield and Newcastle last weekend meaning more capacity could be needed, not to mention that it was the first weekend of the school summer holidays, so more people would be heading for places like Southport, Morecambe, Scarborough and Whitby to mention but a few.
At the end of the day what was able to run was out there. Please show me a transport operator anywhere in the world that has huge spare resources that come out for a couple of days every two years.
Much more thought needs to go into events like this. Bus services should be able to get closer to the city centre than they did for a start.

There is lessons learnt in all these events .
Merseytravel will have to have some better input with Liverpool City Council about where they let any future events go in Liverpool City Centre .
As I have said in a previous section of this thread Northern Rail is a mish mash of ITA's who all have there own agenda , there is a saying you can please some people some of the time not all of the people all of the time .
Maybe even in the long term split Northern into two sections North West England and North & East England , something along the lines of how it used to be , Northern in itself is too cumbersome a beast.

That is true, my point is that is should not be allowed to be held around a bus station so buses can get into the city centre.

Totally agree with the last few comments.
Maybe Northern Rail should have learnt a lesson from the organisation of the Tour de France in the Yorkshire area. But that was part of a national event.
Merseytravel and the City Council should also share the blame for the transport fiasco. It is no good that the Mayor says pubiically that "our transport partners let us down". To have extra trains/buses someone has to pay for them. Extra staff have to be brought in to run them. That all costs money but you can bet that neither the Mayor nor Merseytravel put their hands in their pockets to pay for the extra services.
The Mayor is already talking of bringing the Giants back. Of course next time he will be able to finance all the extra transport services that it will require with his savings from all the services to residents that he is chopping in the city.
After reading many articles about the Northern franchise it seems that the Government don't really know what to do with regards making the pacers compliant with the PRM-TSI (Technical specification of interoperability relating to persons with reduced mobility) regulations . Hopefully electrification projects will slowly dwindle the number of pacers that maybe required to have some work done on them.
Northern Rail services into and out of Liverpool lime Street are being disrupted this evening due to a tree on the line in the Edge Hill area.
This is also affecting Transpennine Express , East Midlands Trains and Virgin Trains .

Wouldn't be affecting the lines through as they are rail replacements today.
