Whilst there is focus more on bus reach for areas with no / minimal tram/rail links; there needs to be sufficient redundancy in place to support passengers when the network is not working.
My thinking is that with rail/tram season tickets, either have bus tickets included or at a significant reduction in price (similar to the Bus Card Extra) so that it both assists in the overcrowding issue these networks sometimes face and persuade people who typically commute just for work to take the bus elsewhere for leisure purposes?
London does it with DLR as what the point in running buses and trams and trams should be like other area and fares should be same as bus then you remove the buses as that the point of the tram to remove traffic. if metrolink goes down then there a issue but it just like trains. Stagecoach Rail Replacement (Midland Red South) job is to put out buses if needed. most of time Stagecoach Manchester uses Magic buses and there drivers on overtime at weekend.
