No - the age limit applies to tenders only.

I presume Manchester or Potteries will get something they seem to most years
I notice a reduction of orders by Stagecoach and First. Maybe this is in part due to the uncertainties of the Buses Bill and franchising in places, such as in Greater Manchester? Although unlikely, I wonder whether minor players in the area such as Arriva, High Peak or Transdev, independents like Diamond, Stotts and MCT, or newcomers such as Go-Ahead and National Express could gain much work at the expense of the big 2 when franchising kicks in?
