I passed 4620 at Gateacre crossroads about 2210 partially blocking the junction. According to Bustimes it had been there for three hours.

Because there is an appeal process for any operators that want to challenge the decision, prior to it being announced publicly

I presume Birkenhead be similar date as doesn't there franchising start same date as St Helens eg Tranch 1
