For Chester Station to Foregate Street the options appear to be 4/X4 and 41. In the opposite direction the station the Arriva 1 is also an option.

T8 also runs between those points but has pick-up and set-down restrictions preventing cross-city journeys in Chester. They also extend to Saltney - that didn't use to be the case. I wonder if Arriva or Cheshire West have intervened to prevent the subsided T8 competing with commercial services? If so, I wouldn't expect a anyone to issue an ITT for a replacement 40 service if it doesn't get picked up commercially.

The problem with those routes, you have to pay a separate fare [not sure if the Aintree 40 is integrated with rail tickets] to get to the City Centre, although having said that, there is a Chester plusbus ticket that you can use.

Unless the weather is inclement i'd rather walk bus station or Foregate Street to/from the rail station, the bus station is a nice walk using the canal as the short cut.
