The point I was trying to make was that it was NR’s fault that there were overhanging tree branches so close to the tracks. Maybe NR has been fined for that incident as well, I don’t know. What I do know is that prior to privatisation when BR ran weedkilling trains (admittedly the stuff they used the killed off everything within10 yards!) there wouldn’t have been a need for such complicated risk assessments. Nowadays NR don’t seem to bother - I’ve seen main lines that appear to have a garden growing in the “four foot” |
