It shouldn't be as easy as buying a licence for a sum of money. Don't forget no vehicles or services have been acquired. I personally think any operator should have to apply to purchase or acquire additional licences and the TC/VOSA should then investigate the reasons why the operator requires an additional licence.

In answer to your second question, I think the way around this is to simply list different directors/transport managers and then 'on paper' it's being managed/run by seperate people from the same address.
