Despite the '14' plate it is of course not brand new. It was built in 2004 and was with the MoD - details as yet unknown. It was at one time registered SX04HYR - Photo here

I suspect that MoD PSVs may be treated differently.

Sounds like that Duple Viceroy coach that was built in the 1970s that has surfaced on the rally seen and still unregistered, think it was ex dealer stock. This Cheetah is probably the same.

There's some strange things going on with the registration system at the moment.

When Bluestar in Southampton had four Wright Eclipses delivered in July, one of the vehicles in that batch (2289) wore the registration HF14 EFR © Mike. It was held back and went out into service on September 1st, where it was registered as HF64 BRX © Eddie, and now it's known as BN64 CNO © Eddie

I understand that D Jones & Son have purchased (This is as described) 'a yellow 2006 school bus, but not an American one', from Stafford Bus Centre, for use on the Coleg Cambria contract, so my guess would be one of the BMC School buses as they had two for sale and the listing now only says one is remaining:
