Basically a connection between the 'not cancelled' part of HS2 and the planned route of Northern Powerhouse Rail. Top speed of around 180mph, rather than 225mph.

But do we really need it? I am sure that the money could be better spent within the Northern Powerhouse.

The report puts forward different options, with 'slower cheaper HS2' being the only one identified that would get private companies to fund it.

The cheapest option involves upgrading of some existing routes, including quadruple track through Winsford and Hartford, but says it won't attract private investment and the government will need to find taxpayer funding for it.

It seems we're getting the new route from Warrington Bank Quay to High Legh to Manchester Piccadilly anyway but it will be costed as part of Northern Powerhouse Rail, rather than HS2.
