In short Northern are saying it's all Network Rail's fault for not reopening Blackpool to Preston on schedule meaning driver training can't happen without cancellations due to driver shortages. Burnham's response asks for better communication and asks how is a repeat of this going to be avoided when electrification of the Bolton line is completed.

However, apparently there's also issues with a rest day agreement between Northern and ASLEF which doesn't get a mention.

My guess is that it's more the Rest Day Working issue which is causing the problems as I don't recall this level of disruption when Liverpool - Manchester/Wigan was being electrified although unlike the Preston - Blackpool job, electric services were gradually introduced over a number of months, in fact I think there are still some duties booked for diesels on these at present.

This seems to keep getting pushed backwards the date for normal services.

Seriously though with the line being closed for a length of time some form of route training would have had to take place , not helped by industrial relations problems at both the RMT and ASLEF.

When did Network Rail realise they wasn't going to make the first deadline , seems like in this country electrification cant ever be done on time anymore .

When did Network Rail realise they wasn't going to make the first deadline , seems like in this country electrification cant ever be done on time anymore .

The route learning was planned to take place around the original opening date to make sure crew are trained up on the route, unfortunately with it being pushed back there was no available option to route learn as it was under possession until it reopened weeks later. Now, as a result, crew are being trained alongside normal services.
