4171 is back, when I saw it a few months ago, it looked to be in scrap condition being towed. I have seen it a few weeks ago which I forgot to mention. The area which is usually painted black on the front under the windscreen is painted turquoise.

Yes, full batch is 4170-85

I saw one today (not sure what depot) 4169 running in public service. Does anyone know why the fleet at Bolton are not allowed to?

I assume you mean that Bolton Presidents are "not allowed to" run local services (as against school services). I would be surprised if this was the case.
I last visited Bolton on a Sunday in July, and even then there was one on the 575. Previous visits on weekdays always produced at least two on local service off-peak - never mind any peak workings to cover increased running times, which would naturally run off school contracts in the afternoon.
Besides, to prevent over 20% of the allocation from running local service for no good reason smacks of appalling economics.
I think it was 4176 operating the Belmont service last Wednesday during the middle of the day.

Most are out during the day and can be found up and down Blackburn Road on the 534/5/7 routes. They are not just restricted to schools.
