As far as I am concerned, when there is a real option, if people choose to use their own vehicle as opposed to public transport to commute they should have to pay a premium for it. I suppose the people that use the Runcorn Bridge for free everyday and benefit from Merseytravel funded services in the South Liverpool and St Helens area are on a Win Win ! Apart from the 264 and 249, thankfully we aren't seeing wholesale withdrawal of Evening & Sunday services - only appears to be relatively recently introduced services which are being cut. This service will be withdrawn and will no longer run after this date.
