I did wonder about just the bus operations of Tyrers possibly? Or Pilkington Bus (Boomerang Travel Ltd) has 35 discs, Preston Bus already operate in to Clitheroe.
Maybe its as simple as substantial amounts of work possibly being obtained or being tendered for from Lancashire County Council to operate out of the Preston base, and maybe a re-opened Blackpool.
Tyrer's could be an issue as half the opp's and one depot is in Greater Manchester yet the license there isn't being expanded, also most if not all there work is School contract work and coaching work, not currently typical of Rotala, plus they also operate around 100 vehicles, rather more than added to the license.

The X8 is just a couple of AM peak journeys, and the 68 tender is just two late turns, everything else remains with First Manchester on the evening timetable.
Evening journeys on service 635 Wigan - Appley Bridge are withdrawn.

That appears to be its usual route most of the time. There are two Enviro Enviro200's at Bolton, this and SN56 AWZ that was previously at Atherton.
Quite interesting in Coach & Bus Week last week was an article about Diamond's Bolton operation, and the suggestion that some saloons may be replaced with Mercedes-Benz Sprinters with Mellor bodies, and the suggestion that some town services in Bolton may be converted to Minibus operation in eighteen months to two years time.

They'd struggle at peaks with overcrowding, surely..

And if they were planning a 'little and often' style operation, they'd probably struggle with drivers...

Yourbus themselves may be around 50 buses, but will exceed that with the Tourismo fleet iirc ? Interestingly their MD & company secretary that was running it for Scott Dunn resigned on 19th Sept.
Yourbus have ceased trading as of this morning:
