I thought there is a rule that a member who has been permanently banned then cannot return with a new account?

I can't post threads for some reason on the noticeboard section so i'll post it in here..

Some members have been given a second chance following an agreement between ourselves and are currently being monitored.

Ahh right most forums that will not give anyone a second chance if an FM gets permanently banned.
