Also ARRIVA Midlands have registered a commercial 90 service to start the same time that merges the 436 route and the 890 at Bridgnorth to allow a Shrewsbury to Wolverhampton split service

Does this mean that Shropshire will cancel the contract for the 436,it seems excessive to pay for something that Arriva are providing commercially.
Maybe an attempt to remove GHA from Shrewsbury and lessen the chances of GHA bidding for the Shrewsbury P & R ?

It's not just a case of whether the council decides, there's legislation in place to prevent public money being spent subsiding a service which duplicates a commercial service so Shropshire may have a legal duty to cancel the contract, then it'll be up to GHA to decide whether to either run a competing commercial service or not to run a service on that route.

GHA actually lost the Cheshire East contract for Sunday and Bank Holidays services between Macclesfield and Manchester to D&G Bus. However, instead of withdrawing the service GHA decided to run a reduced service commercially when meant Cheshire East annulled the contract they had awarded to D&G Bus.

But what happens in the situation where GHA have already invested in preparation for the contract? Ie there purchase of shropshire bus?

I'm not sure but I'll doubt they'll have a case. If the ITT specified the purchase of new buses and the operator had purchased new buses then maybe but even then it could be a legal disclaimer in the contract would prevent any sort of compensation.
