they only cut subsidised buses if the patronage figure from data collectors and ticket machine data justifies it.
if a service is at risk then they put data collectors on all subsidised journeys for a week to get an average passenger per trip if it falls in a certain % then its kept/cut
dependant on the figures from data collected via the above means
for eg the 217/8 had collectors on for 3 weeks around january and was cut in april as this was the 3rd highest tender (or something like that)
plus if their is alterantive transport within approx 800metres (i think it is ) then they can cut/amend route

451 Rochdale – Newhey – Peppermint Bridge
First Manchester
Service 451 operates hourly on Monday to Saturday daytime between Rochdale and
Milnrow with the section between Milnrow and Peppermint Bridge provided with
support from TfGM.
TfGM officers recommend the withdrawal of the subsidy as part of required budgetary
efficiency savings. First Manchester has indicated its intention to withdraw the
commercial service with the exception of some peak journeys.
There is an average number of 2.8 unique passengers affected per trip with a cost per
passenger £4.63.
Peppermint Bridge and Bentgate would be unserved Monday to Saturday daytime, a
distance of just over 800 metres and just under 400 metres respectively to the nearest
services. Kiln Lane area to be served by the revised route on service 462 (see
separate report). Services 58 and 181 provide a combined 6 buses per hour along
Milnrow Road and Rochdale Road.
Evening and Sunday journeys are unaffected.
